Lower the barriers for housing so that everyone has an opportunity for shelter and civility, adding in additional services and resources on case by case basis to help facilitate success. Low barriers would need to be centralized to other services and locations for optimal use and success rates. Harm reduction is very important and will allow for the domino effect of improvements that would be felt throughout the city.
