Dear Council Members, I understand the guidelines recommended by the CDC regarding unhoused individuals and the need to not disperse them. However, that does not mean these encampments should be allowed anywhere in the city. They are absolutely filthy and should never be allowed near our waterways. There must be defined areas where this is allowed. Where it can be easily managed, cleaned up (at taxpayer expense)and outreach conducted. Irreparable damage to our public spaces is already done. It is your responsibility to not only care for our most vulnerable, but also to protect our public spaces AND hold people accountable. It is disgraceful the way some of you totally discounted our Chief of Police and his officers who put their lives on the line every single day. Please be very specific about managing these encampments. Your last vote lacks direction, common sense and decency for all of Chico. Ginny Griffin

I support leaving the camps alone and designate several car encampment for our community members to shelter in place.

CHAT's Tiny Home Village and Safe Car Park proposals ask no money from the City. CHAT has studied successful programs in other cities and adapted their plans for our community.

Decide on a specific area for the allowable encampments during this pandemic ruling. NOT all over town. Maybe one specific area so the degradation of our public park can be lessened. This would allow for easier access to garbage,meal delivery,etc. The emer ruling was done hastily and without any good planning. Please makes changes before this gets more dangerous and grows out of control. It is headed that way and this pandemic is not disappearing anytime soon. All of us living here deserve a better safer environment and you council members can facilitate these much needed changes NIW‼️✅

I agree with the comments above. Only now many days have passed and the homeless park encampments situation is worse. Just look at the videos posted on Chico Community Watch by David Alaways, Nichole Nava, Daniel Bringoff and others and you will feel sick to your stomach. SOMEONE TAKE CHARGE and quit passing the buck. I propose that Fish and Game, Park Commisioners, City Council WEEKLY: 1. Walk through picnic campsite areas and waterway areas 2. Count and record encampments 3. Cite and notify illegal campsites and give notice to move within 24 hours (or 48) if that is the required legal notice requirement 4. Inform campers of sanitation issues. Provide more porta-potties in areas of particular problems 5. Return to violators' campsites after 24 hours ( or required notice time) and remove campers and belongings left behind ( bring staff and dumpsters for trash removal) 6. DO EVERY WEEK
