Perhaps a requirement for the program is to participate in mental health services provided by behavioral health and maybe a bus pass so they can attend groups and counseling.

The Center would be leased to local performing arts groups and would have a black box theatre for more intimate plays and a larger proscenium theatre for dance and larger work. It would also have classrooms for ongoing arts education classes taught by local dance and theatre educators.
