5.2. AP&P 10-10 - CITY COUNCIL RULES OF PROCEDURE PROPOSED REVISIONS At its February 11, 2020 meeting, the City Council called up its Ad Hoc Council Procedures Committee and appointed Councilmember Morgan, Councilmember Reynolds, and Mayor Schwab to undertake a comprehensive review of the Council's rules of procedure as set forth in AP&P 10-10. The Council Procedures Committee conducted the review with the City Clerk, who then forwarded the work of the committee to the City Attorney for additional comments. At this meeting the Council is being asked to consider the recommendations made by the Committee. While most of the review was centered around how Councilmember requests are agendized, additional changes were made throughout the document to ensure that the rules reflected current practice as well as complying with all statutory requirements.     I oppose. We don't favor or live in a dictatorship. You're silencing our former Mayor and our only Progressive Councilmembers. Mayor Stone allowed for free discourse, per our Constitutional rights and free democracy. I want the representatives I voted for (or those I didn't vote for) to all have a voice. You can keep trying to Trump the Constitution, but this will only harden our resolve to fight for our most basic rights, and that of people are have no money, which is not a crime. Be humane.

    Thank you to our City Clerk for providing this update. This is a complex issue, and is non-essential at this time of limited public access. Do not take action on this at this time. Take it as information and schedule it for regular business at some future, post Covid-19 world.
