2.3. RESOLUTION NO. 13-20 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHICO AUTHORIZING APPLICATION FOR, AND RECEIPT OF, LOCAL GOVERNMENT PLANNING SUPPORT GRANT PROGRAM FUNDS The Local Early Action Planning (LEAP) grant program is made available as a portion of the Local Government Planning and Support Grants program administered by the California Department of Housing and Community Development and provides funding to jurisdictions for the preparation and adoption of planning documents and process improvements that accelerate housing production and facilitate compliance with the Regional Housing Needs Allocations. Funding for Chico is available in the amount of $300,000 for the preparation of plans, streamlined processes and ordinance amendments that facilitate the production of housing. These LEAP funds can be utilized to leverage and expand upon SB 2 funds ($310,000) that were previously awarded to the City for essentially the same purposes including General Plan and Zoning Code amendments, accessory dwelling unit (ADU) preapproved plans, and other amendments that reduce housing constraints and facilitate residential development.
