4.4. DRAFT 2020-2024 HUD CONSOLIDTED PLAN AND PROPOSED AMENDMENT TO FY19 ANNUAL PLAN The City of Chico is an entitlement grantee for the receipt of federal funds through two programs administered by the U.S. Department of Housing & Urban Development (HUD): Community Development Block Grant (CDBG) and Home Investment Partnerships Grant (HOME). As an entitlement grantee, the City's receipt of funds is contingent upon City compliance with a variety of planning and administrative requirements. One of the requirements is the submission of a "Consolidated Plan" every five years, including the first Annual Plan for 2020-2021, a review of the Analysis of Impediments to Fair Housing and review of the City's Citizen Participation Plan. Additionally, an amendment to FY 19 Annual Action plan will be considered in response to the COVID-19 pandemic. (Report -Marie Demers, Housing Manager)

    Grants serve an important purpose & should be used wisely, avoiding duplication of efforts & unnecessary spending. Seems the Housing Coordinator should have written the plan vs paying $30K to a vendor? There are items listed for the funds to go toward that are offered with county providers; why expend those funds when clients can be directed to entities already providing services? I have zero trust these funds are expended wisely when four council favor their darling NPOs for awards anyway.
