2.1. MODIFICATIONS TO EMERGENCY DECLARATION RESOLUTION NO. 7-20 AND DIRECTION ON FUTURE MEETINGS
The City Manager seeks City Council approval of Modifications to Emergency Resolution 7-20 and direction on the status of future meetings during the COVID-19 emergency. (Report - Mark Orme, City Manager & Emergency Services Director)
The numbers used to justify the action have not even remotely come close to fruition. There is no valid reason for the order and it does not need consideration or direction moving forward, it needs to be removed.
The local emergency has proved itself to not be relevant. Things are beginning to return to normal. This council does not need to be protected under an emergency order until August. It is just another way of not being transparent and putting through pet projects under the veil of an emergency. We do NOT need an emergency order until August.
In the summary of this item it is stated
“In addition to the efforts at the State and County level, in conjunction with the City's emergency resolution, the City continues to be proactively managing four primary areas of need: 1) ensuring the continuity of essential services, 2) protecting vulnerable populations, 3) mitigating impacts to businesses and jobs, and 4) ensuring the responsible management of public spaces.“ I would argue that 2-4 are not happening. Things are getting so much worse!
Among other things, the modification recommended proposed to extend the extraordinary conditions of the Local Emergency stats through August. Statutory mandates are to review the order in 60 days, yet you extended it to 90 days. Now you are proposing to maintain the status quo into August. This is excessive and imprudent. The local emergency should be rescinded as soon as possible. The situation is very fluid toward normalcy. It should be reviewed in 30 days maximum.
It’s time to end the current lockdown. The objective was to flatten the curve. The curve is flat. Time to open up.
