5.1. OVERVIEW OF THE NEEDLE EXCHANGE PROGRAM The Council will be provided an overview of several items pertaining to the needle exchange program. Addressing the Council via email were Jessica Haggard, Margaret Hicks, Julie Threet, Matt Donner, Jennifer Curtis, Jody Taylor, Deborah Byrd, Taylor Skinner, Nichole Nava, Claudette Ritter, Janet Buzarellos, Lisa Salzmann, Rob Berry, Caroline Ei, Marci Pittman, Pam Schideman, Susan Smead, Stephen Muser, Debora Jones, Michelle Reutlinger, Gary Viertell, Kimberly Burke, Michelle Hale, and Shannel Fowler.

    This is an poorly managed program that has brought nothing but a variety of problems to our community. Please follow suit of our neighboring cities and ban this program. Thank you.

    Please ban any and all needle programs! Needles and paraphernalia do not belong in the parks or sidewalks, which is where they’re ending up.

    The members of this community have spoken, overwhelmingly, in favor of a permanent ban on these programs. It’s time to set aside agendas and do what the people of Chico have asked you to do. Please, please listen this time.

    Please BAN any and all needle programs. Please codify it and enact an ordinance banning any needle programs. The NVHRC never had an exchange; it was a free wheeling give away. Drug addicts need treatment, not enabling programs. The NVHRC is a disaster for Chico and should not be allowed to operate in our city.

    We already had an overview and our city served as a scientific experiment of NVHRC’s inability to manage their way out of a wet paper bag! Since Fall 2019 they have wreaked havoc upon Chico and surrounding communities via their constant program violations, grossly negligent needle litter they polluted our parks and waterways with due to giving away almost 10k needles per week. NHHRC had a complete disregard for this community’s desire to have them GONE! Ban ANY needle access/exchange in Chico!

    I strongly support banning the needle exchange program in any and all forms. By allowing this the council has put the needs of addicts above the needs of the tax paying citizens. We want to have clean parks again to bring our kids and grandkids to and we do not need the additional transients in this town that the needle exchange brings. Please ban it for good for the good of Chico

    I strongly support a ban on any and all syringe/paraphernalia exchange programs. Focus on efforts to support the County to bring medical detox, increase access to quality outpatient services, local inpatient services and bring back Drug Court with accountability.

    A lot of time and effort went into documenting the great harm done to this community and county and its sensitive ecosystem and waterways by the weekly needle distribution to drug addicts. ALL needle distribution programs need to be BANNED from this city from this day forth and YOU are responsible to do so by demand of the taxpaying citizens of Chico! The group that caused such harm needs to be held responsible for the clean up of our parks and waterways before rain comes.

    I encourage the council to create a permanent ban on any form of needle exchange/give away program. The present NVHRC has failed and created a unhealthy environment for the citizens of Chico.

    This council needs to listen to the voices of the citizens it represents. It is time to ban needles in Chico for good. The NVHRC has proved over and over that they are irresponsible and have done nothing but caused destruction to our community. Please act to ban needles as all the surrounding communities have done. It's unfortunate that we had to be the example that led the rest of the communities to ban needles. It is your job to protect those of us living in this city!

    Councilors, I sincerely hope that you will take this opportunity to create a permanent ban on any and all types of needle/paraphernalia "exchange" programs - now and into the future - in the city of Chico.

    We as citizens of Chico were able to get this Needle hand out shut down Not you!
    Now it’s time for You city council members to put a STOP and BAN ALL needle distribution in Butte County!!!

    This council needs to Ban all future needle programs!! The citizen have had to do your job to get it stopped now it’s your turn to listen to you citizen and ban any future programs as other surrounding cities have done!!

    We need a complete and total ban of any needle distribution program. Do not enable the drug users. Do not add to the needle liter in our town. Say no to needles without a prescription.

    This entity has had its time in our city and in one short year they have hugely contributed to the further destruction of numerous parts of our city and numerous lives. Our parks and waterways have become littered with thousands of used and unused syringes and other drug paraphernalia, including hundreds of unused narcan that they hand out to help prevent deaths and overdoses. NVHRC must be banned from ever handing out needles in Chico again. Council do your jobs!
