5.5. COUNCILMEMBER BROWN REQUEST - OUTDOOR SHELTERING OPPORTUNITY
At its meeting 3/2/21, the Council voted to agendize a discussion on an outdoor sheltering opportunity at the BMX site.
I strongly support creating an outdoor shelter area at the BMX site. The current policy of sweeping our houseless residents from one end of town to another is expensive, cruel and completely pointless. The city must provide a safe and sanitary place to camp for those who have no other place to go.
They don’t need another place to destroy! If they can’t keep the illegal places clean like they are now they won’t at a sanctioned camp ground!! Plus many won’t go if there are rules that require help or accountability for their actions.
City-sponsored encampment sweeps are cruel, unimaginative, and offer no meaningful solution to Chico's ongoing housing crisis. The individuals who are routinely evicted from encampments ARE members of our community and deserve at the very least, a safe place to exist. It's time to stop pretending that displacing folks is adding any measure of safety to our City. Please get in touch with your humanity and support this proposal.
I thank Councilmember Brown for their continued support of this critical issue! I support creating a legal campground/sheltering opportunity for our unhoused neighbors. They are human beings who deserve shelter just like the rest of us.
I am opposed to this proposal as it will create environmental harm and increase problems for that area of Chico. Focus should be on increasing shelter beds, drug rehabilitation and mental health services.
I support this effort to create a sanctioned area for unhoused folks to camp and receive services. Being able to reliably reach these folks is step 1 towards rehabilitation and anyone who wants less camping in Chico should support this effort to actually help these folks and lift them up out of their situations. All we have to do is decide to care and then take action - this proposal is exactly that.
If our city is going to do its best to cruelly uproot houseless people wherever they go, then we must provide them somewhere to exist. They're human beings who are just trying to live, and the shelters are at full capacity. It's absolutely the city's responsibility to help its people, which includes them.
Unhoused Chicoans deserve a safe and clean place to sleep. With the ongoing enforcement of the ban on public camping, these community members literally have nowhere to go. As fellow human beings, we have a moral obligation to ensure access to housing, a fundamental human right and bedrock of human dignity. As elected officials, I implore you to do the right thing and support this project.
Please support Councilmember Brown's request in Council agenda item 5.5 at the Council meeting on 4-6-21 to establish a small outdoor sheltering environment at the BMX Facility. As Councilmember Brown stated, "creating a safe and sanitary place for people to camp is an essential part of moving people experiencing homelessness along the continuum of care and toward additional services and permanent housing."
Evicting people from the parks over and over again seems like a huge waste of resources and your attempts aren’t exactly working. Y’all are wracking up lawsuits. The BMX track is sandwiched between one shelter and the future site of the other...ok, think of it this way- if you have everyone you want out of town, in the same area, it’ll be easier to send in the goon squad to try and buy them all bus tickets. Less footwork, more photo ops and we won’t have to worry about where Angela Mclaughlin is
Please please please fund and move this project forward immediately. The homeless population has suffered under the “do nothing but move them along” procedures of the last few months. Chico has been needing housing, shelter and at the VERY LEAST camping for years now. If you want them out of downtown and neighborhoods and alleyways and parks so bad, give them somewhere to go! If you’re sick of human trash and excrement, give them somewhere to go! Don’t lie to yourselves, they’re from here!
I fully am in support this plan. As of now the city lack any plan to actually help those in need and provide resources and safety for those who need it.
This is an opportunity, and we should absolutely seize it! To have a safe place for the members of our community that are unhoused to settle in, and to have assistance and care and relief from the fear of constant evictions...it is a graceful solution until we create another. We need to act with kindness at our backs and compassion in our actions. Let us be proud of the town we are in by caring for all who are in it.

Sweeps are a waste of resources and a callous treatment of part of our community.
There is no legal space for our homeless population to be other than a shelter currently, but our shelters are maxed out and do not have the capacity to meet our needs at this time. The humane and right thing to do is to create a safe, outdoor shelter where they can go and NOT continue to cruelly kick them out wherever they go when no other options are available.

I do not support the use of any city funds for an outdoor shelter.
