    2.1. MAYOR STONE & VICE MAYOR BROWN - HOUSING RELATED ITEMS & OTHER EMERGENCY RELATED ITEMS DUE TO COVID-19 Mayor Randall Stone and Vice Mayor Brown have called for a Special Meeting to address the eviction protections, support for the unhoused, including sanitation and shelter options or updates. Vice Mayor Brown is also asking for the Council to consider: (1) tent camping opportunities and guidelines so that vulnerable populations can be more easily reached and those with tents can stay in them to avoid the spread of COVID-19; (2) sanitation stations, including the possibility of installing additional hand sanitizer locations in key locations; and (3) any means by which the City can support sheltering operations to get up and running immediately and non-profits who may be able to help.

      i order to protect everyone in this community we need to make sure everyone has shelter. This means a ban on evictions, legalizing camping and commandeering motels. Sanitation stations also need to be accessible to everyone. Peoples lives matter more than money.

      I fully support these measures and more. The unhoused need our support now more than ever. This pandemic will strike the most vulnerable the hardest, and we as a society need to pull together to fight against it. If we do not take these very modest steps for the public good then we are not going to be properly prepared for the public health crisis that is gripping much of the world.

      Tents for homeless are dirty and a disgrace to city. Considering current virus in County and elsewhere in California, they will actually cause spreading more germs, insanitary conditions. This is APPALLING!

      While I agree with increased sanitation stations, I believe the other issues are being effectively addressed by the state.
      I believe tent cities would actually increase the spread of the virus, unless there someone there to enforce order.

      This is a critical time to move fast and aggressively to get the unhoused into safe shelter - not just for their safety but for all of ours. We are all told to stay in our homes - which hardly works for those with no home to go to. We won't make the problem go away by starving people out.

      I support all three of the requests Vice Mayor Brown has proposed. We need to take care of our most vulnerable populations. We have largely failed thus far, but now more than ever we need to act quickly, compassionately, and intelligently. People need a space to shelter-in-place, and it's the city's responsibility to facilitate that.

      I support sanitation stations, as long as they are “no touch” dispensing.

      I do not support tent camping within the city limits, since I could see this totally backfiring . Instead of supporting social distancing, it would likely encourage community spread. The state of California is designating hotels, and they are a much more appropriate setting to contain the virus (individual bathrooms), etc.

      There is only one intelligent decision in this moment of COVID-19: people are only capable of isolating and staying clean if they have shelter. This is the bare minimum we can do for the health and safety of this city. We cannot afford half measures in response to this crisis which will likely claim more lives in our county than the Camp Fire. Act now to protect everyone by protecting those most vulnerable to this crisis and most likely to be vectors without necessary support.

      I support housing now and a citywide ban on evictions for the duration of this emergency. Those without shelter are extremely vulnerable right now. I ask that this council do everything in its power to rapidly construct shelters and allow for tents and adequate sanitation facilities in the interim. I am personally very vulnerable to losing my housing being on Section 8 and Supplement Security Income. Without a ban on evictions I and people like me will end up shelterless.

      Please do everything possible to protect our most vulnerable populations.
      The city of Chico should be providing bathrooms and sanitation stations.
      We need multiple camping grounds for our houseless population to shelter in place.

      It is fundamental had not just a matter of public heath but the nearest level of human decency that we ensure protection of all citizens to have a sheltered location where they can rest and flatten the curve of this global pandemic.       I support all 3 of the items listed in 2.1 above. Sanctioned campgrounds with restrooms and wash stations if people must shelter in place are imperative. More support for appropriate sheltering options that are inclusive to all. Opening of all restrooms, including the ones run by CARD, with soap provided. Partner with non-profits as needed to expedite measures to serve those without services.

      I absolutely oppose allowing camping in our parks, plaza and along waterways. The parks are for everyone in this city, needle litter is already a problem, as is trash. This not only will destroy the environment, but make them unusable for Chico families and citizens. This is not the answer. There are thing in place at the State level to address these issues. Destroying our city is not something that should even be considered.

      Our governor issued a sheltered in place mandate. There are currently people who reside in our town who don’t have shelter. Please enact a moratorium on evictions to save these people’s lives. Please work with the university to make sure student housing is accommodated. Please make sure that folks utilities aren’t shut off due to not being able to pay. Be decent. Save lives. Housing Is a human right. Thank you.

      No! This proposal is not well thought out--where will camping be allowed, who will oversee the sites and ensure their cleanliness and safety, how will sanitation be controlled, how long will they stay intact following the pandemic, and what will be done when (not if) the "vulnerable populations" engage in illegal activities? Yes, put hand sanitizer stations anywhere we can--but again, who will maintain them? As is, this item would only serve to worsen a situation that is already out of control.

      Providing hand washing stations and stable living arrangements for our homeless citizens is the least we can do as a city and is absolutely essential during the current public health emergency. Homeless people are not only more vulnerable to sickness, they are a possible transmission vector. The action proposed will cost very little, will have almost no impact on the housed citizens of Chico and will save lives.

      We have dozens of willing volunteers and are working every day to fill the gaps left by the shelter-in-place order. We are willing and able to work with CHAT, Safe Space, or in whatever formation to assure everyone can shelter safely and have a half-decent life during the outbreak. But the Council needs to direct staff to permit multiple campgrounds for us to service. The City needs to provide the tents, restrooms, and handwashing stations. Direct staff to partner with us, and we'll get it done.

      Hi Council! Please allow individual camping (6 ft apart?) where ever is deemed necessary. We are running out of time and need to get people situated asap. Newsom has authorized the use of hotels, please also check into those, as well as a designed car park space- effective immediately and not waiting for further directive. Hand washing stations should be everywhere they can be deployed, as well as restrooms. Please half evictions and continue to work on other housing issues asap. ty, Stay safe!

      So far the city has not been able to stop the homeless from congregating and making a mess out of Chico. So who would be in charge of that rodeo! It has been taken out of the police’s hands and given no other options. I do not trust the mayor or Brown nor Ory to protect our city.

      The list of ideas put out by Stone and Brown seem thrown together without any regard for how they impact the general public.       I am opposed because it not a necessary topic to discuss evictions when the Butte County Superior Court has already said they were not allowing them through May 31st. I do wonder if council is worried about how owners are going to be able to hold onto their rentals when they can't pay their mortgage payments because they also are not working and have been impacted by the Covid-19 pandemic as well? Everyone needs to work together! This isn't a rich or poor person situation its impacting all.

      I agree to eviction protections if not already covered by state or federal Covid 19 protections, no need for the city to waste time with redundancy if that is the case. No on everything else if it doesn't involve forethought and planning and in the best interest of all residents of Chico. So far the Brown and Stone Proposals have been horrible for this city and its time for them to stop or be stopped.

      Yes on Evictions. No on #1, different version of 5.1 Offenses Against Public Property Ordinances from cancelled meeting of 3/17/20. Too vague. Not along any creek or greenway. City could get fined due to clean water act. No tents in DTA it already smells like a restroom. #2, I doubt they would be utilized...#3 again too vague where and no city $. FEMA trailers or airport centralized location for potties, J.C. meal delivery, distancing and storage of “valuables”.

      Yes to eviction protections. We all saw how many of our neighbors were evicted after the last crisis to hit our area. If protection isn't put in place early our homeless population will skyrocket, especially among many of Chico's service industry workers.

      YES! We need safer conditions for vulnerable people ASAP. It will help the unhoused and every other member of our community by preventing the spread of COVID-19. Tent camping sites would be a wonderful and humane way to provide unhoused folks with some basic safety and dignity, and have been needed for years. Sanitation stations and other means of keeping everybody safe would also be great. This is good leadership. Thank you, and please keep it up!

      Considering this community's proven record obstructing any attempt to shelter our unhoused, it is imperative that the City take official action in this time of emergency. Our community also proved, immediately after the Camp Fire, that property owners WILL evict people during emergencies in order to protect or increase their personal finances. Sadly, you must not rely on common decency but instead implement official mechanisms to protect our community in this time of crisis.

      A campground for homeless people is essential right now, along with sanitizing stations and public restrooms.. It must be set up to insure that people are practicing social distancing, and their health is protected. However, I really hope the suggestion does not come up to use Bidwell Park as a place for the campground, I WOULD NOT support that. The park is both an ecological treasure, and a source of comfort that will preserve people's mental health through this crisis and beyond.

      How can anyone think this is a good idea for our city. When Bidwell Park was donated to the city, there wasn't even to be alcohol allowed, now you want using drug addicts to set up camp throughout and discard trash and needles? Why are you not watching what Oroville is doing, they are protecting their citizens by disallowing these steps and disallowing needle distributions. Tents scattered everywhere will only lead to the spread of the virus, not to mention other waterway and health hazards.

      Tent camping is failing NOW as people are tent camping already all over town. BUT, I agree we have to be real as a solution specific to the COVID-19 virus must be found NOW. Desperate times call for desperate measures. Gov. Newsom seemed to get FEMA trailers, rent hotels, use empty schools, etc for SHORT-TERM solution. My view is: Open Chico State Dorms. Protect the facility using Chico State PD. Feed them, give needles, etc. But "quarantine" like rest of us FORTUNATE to have home.

      Yes to eviction protections and sanitation stations. Tent camping OK, but NOT in Bidwell Park, Comanche Creek Greenway, or any of our parks and greenways. If the proposed Simplicity Village and Orange Street shelter had been allowed, we would have so many fewer people on the streets during this pandemic. Those who opposed those two projects need to offer solutions to shelter homeless people, rather than just opposing everything. Let's get homeless people off the streets!

      This must be voted down. As much as we may have compassion for those less fortunate among us we cannot allow the City of Chico to become the next San Francisco or LA. City Plaza has become a disgusting sight after having spent $10 million plus on it to become a central showplace for the city. Neither Brown, Stone or Ory can be trusted to put enforceable restrictions on a "tent city" and will continue to criticize our Police Department regardless of the prudent way they handle the homeless.

We’ve already shut down public bathrooms due to vandalism & reckless behavior by this population— Why are we spending more tax payer money to install stations that will just be pooped on?       The City's made any effort to PREVENT camping in our parks, why do they think they need to give EXPRESS PERMISSION to camp there? We knew before the virus that allowing occupation in parks and public places was a reservoir of disease. We are asare of the growing diseases sweeping through the homeless population, and we've done nothing. Now Stone and Brown want to double down, as if homesteading public property is any kind of solution. Brown New Deal is not the answer. Protect our parks.

      I am so proud of our council for getting tenant protections and alternatives for the unhoused on the agenda swiftly during this crisis. Providing alternatives for safe sleeping and enhanced sanitation will help prevent the virus from spreading amongst the unhoused, and tenant protections are absolutely critical to ensure displaced workers don’t themselves land on the streets. Bravo! Let’s get this done.

      I have read the proposal for the homeless on Vice Mayor Alex Brown's page. The mayor and vice mayor have emboldened the homeless community to commit acts of violence and vandalism against citizens. We need to allow camp sites out of the public eye that are supervised and regulated. The community should no longer be exposed to the drug addicted lifestyle. People who want to feed, provide needles, and other services to the homeless should take them to the camp sites. Homeless should not roam.

      Once again the thought process of Mayor Stone and Vice Mayor Brown make no sense. If more tent camping is allowed it will just draw more people to our community. Our parks and waterways are already in dire straights, and beyond contaminated. There is no way this should happen.

      I strongly oppose this horrible idea. Illegal camping is already ravaging our parks, streets, neighborhoods, and waterways. Allowing the unhoused to shelter in place in tents is not the answer.       The wording of this proposed declaration is nebulous and potentially dangerous. The City should adopt a resolution consistent with the emergency orders issued by the State of California to limit confusion and circumvent misunderstanding. The goal of the State-issued emergency orders is safety, not anarchy or dictatorship. "Authorizing the City Manager to take all necessary actions" comes dangerously close to allowing free reign.

      It's unclear what 'all necessary actions' can or will be; and while Mark Orme would not make my top picks for dictator, I recognize this satisfies some of the need for expediency.

      However, we have a simultaneous need for accountability. As volunteers in civil society we are meeting constantly and I expect no less from elected officials. This is not a time for fewer meetings. The City Council should meet remotely, more frequently than before to oversee the provision of emergency services.

      I believe the City should adopt a resolution supporting and mirroring the emergency orders in place by the State of California so that the orders remain consistent. I don't feel that it is right for the City Manager to do anything more than what the state is requiring or be n charge of enforcement of anything more or less than the state emergency orders.

      Thank you for taking action to establish protections for tenants and property owners. Preventing evictions will help ensure our local businesses, workforce, and community at large can stay in place. Additionally, because most renters will not be able to make up lost income, the City should call on landlords to reduce rents. City Council should be meeting weekly during this time of crisis, not less often. I am concerned about giving the City Manager more power, as he has abused it in the past.

      I would support this if it would allow the City Manager to halt and non-essential activities such as the needle distribution & the large gathering at the city plaza on Sundays handing out food in large congregations. While we are all required to social distance, that is clearly not the case for those that choose to be on the streets. I was disappointed that there was a lack of addressing this in the press conference held. The virus will continue to spread if we allow these gatherings.

      I do not support a local state of emergency. Our local government has completely failed us with needle programs and the continued support of homeless drug addicts. Crime is rampant. The police cannot respond to all the crime committed against us and therefore we do not need more laws. I also believe that the council would pick and choose what activities they deem in violation of a local quarantine. I would support the national guard helping us with the homeless.

      I just watched the press conference where Mayor Stone issued an emergency declaration. I"m extremely embarrassed that he is representing Chico. Mayor Stone was completely unprepared to answer any question regarding the COVID virus. I have zero confidence that appropriate safety measures are put in place with this guy leading the way. That press conference is going to create more panic/anxiety than offering words of wisdom.

      I commend Ann Schwab for taking this action and I support all three options. After the poor leadership skills demonstrated by Randall Stone, Alex Brown and Carl Ory, its about time someone had the courage to take the necessary steps to remove the head of this failed leadership group.       Even if our country/community was not facing an unprecedented crisis, it would still be irresponsible to keep Randall Stone as mayor of Chico.       Scott Huber stated his “profound loss of trust” of Mayor Randall Stone over a recent TV interview, and called on him to resign. Huber is correct in this.

      Ann Schwabb is correct in saying we need new leadership. I support censure and removal from the mayor position.

      The Chico News and Review said of Stone’s 2018 candidacy for County Assessor:
      “To put it bluntly, Stone lacks the maturity this management post requires.”

      And now, he's proven his lack of maturity as Mayor.

      Of course Stone should go! He shouldn't even be on the council and he certainly should not be Mayor. It took two strikes to get here: First he had to nominate himself and survive abstentions from Schwab and Ory.       I support the removal of Mayor Stone. I have been living in Paradise since the Camp Fire. I was here three weeks when Randall Stone accused me on Facebook of being racist after I quoted his own comments. He accused Paradise people for increased crime while at same time denying more police protection stating that crime had went down. We all know that this is a lie driven by a change in data collection for what qualifies as crime.

Things got worse during Camp Fire ("I don't have a plan"). Deteriorated further as Camp Fire was in the rearview mirror, and is UNACCEPTABLE during the worst crisis (basically a war on our streets from Chico to Butte County, California to the United States).
