    I oppose NVHRC and their enabling of drug addicts by giving out hundreds of needles per person as well as other drug related products. I have observed videos posted on social media and the only physically aggressive people I have seen are a male drug addict, and the woman from NVHRC who carries the umbrella with the long spike on top as if it's a weapon.There is a better way to help the drug addicted and it is not by enabling them which causes a lot of other harm to our community.

    Please step up and be better involved with our city and the services provided for homeless and addicted. We need help, we need partnership with the county and state, and we need to stop leaving the community to be left on their own to try and figure out these situations. Things are escalating, especially at the NVHRC locations. We want to make sure our community feels supported from both sides, and that will take our city council stepping in just a bit more. Thank you for all of your hard work.

    Randall Stone is again wrong on his interpretation of events occurring at the NVHRC needle GIVE-AWAY. Anyone with patience and intellectual honesty willing to watch the video will see what truly occurred at this event. This program is damaging to human lives and our environment. There have been limited opportunities for the public to weigh in regarding the needle program. PLEASE take note of the enormous collective plea you are reading in these comments once again to shut this program down.

    NVHRC is ruining this town and must be shut down immediately! Please ban needle distribution immediately just like Oroville and Biggs have done! Each council member should go and observe what goes down every Sunday. There is documented drug use, drug deals, and NVHRC is not abiding by rules/regulations. Watch the live feeds and you’ll see the truth in what is really going down at that park. NVHRC has edited the video to fit their narrative and using it to fund attorney fees. Ban needles Now

    There is no harm reduction at these needle giveaways. The NVHRC continues to handout their drug kits with absolutely no attempt at offering intervention or substance abuse recovery services. Their "volunteers" are aggressive & have let their own egocentric agendas become the primary focus instead of helping this community become a healthier and safer place. Anyone who thinks this is harm reduction has obviously not been paying attention. Wake up City Council! Do your job & protect our city!

    Please ban needles in our community. You do have the power. NVHRC supporters are increasingly aggressive instigators that make a mockery of addiction and block access to recovery resources. Support recovery services, not needles.

    Mr Stone has been deaf to the communitiy’s concerns regarding this program and had referred us to the State for complaints as they issued the permit.
    His support of the manipulated account of last weeks distribution is disturbing. This needle program is horrible for Chico and the escalating disgust both sides seem to be displaying is evidence that the program is poorly run and should be shut down.

    Stone's motives for bringing this up are dishonest. He implies he knows what happened, but anyone who was there or viewed the videos knows the score: NVHRC is trying to incite incidents and raise funds on their lies. All of a sudden Stone is the guardian of civility and safety? There was only one source of intimidation: from supporters of NVHRC. The evidence is there, but then, since when does this council actually examine evidence. Confirmation bias anyone? Honestly. Non-essential!!!!!!

    I feel that Stone is part of the problem and also this discussion should not be in secrecy. I have a problem with the council acting like school children talking about someone behind their back. This is a lawsuit waiting too happen if you go forward.

    NVHRC is not offering services for rehab & recovery as promised to the community, they lied from day one. I spoke with Jesica. She said there weren't any, I gave her a copy of all the places that except & help addicts. 3 weeks later they had still didnt have any we came & handed them out, NVHRC making a carnival out of a needle distrabution is a disgrace. Its not a clowning around matter, keeping people addicted at four bags a pop. Constituents are tired of being manipulated & decieved.

    Please stand up for the vast majority of hard working tax paying citizens who oppose this program in its entirety, and take the steps to ban it. In the name of "harm reduction" your inaction is HARMING this city as a whole. It's disgraceful.

    The residents of Chico need to be present at these types of meetings especially when it concerns the safety of the citizens who pay taxes. Insanity to hold discussions in private and under the guise of COVID safety to push their one sided agenda through.

    BAN the NEEDLE HANDOUT!
    I have been there every Sunday to protest the NVHRC, I have witnessed aggressive & hostile behavior from them. I have even been threatened by them. I have witnessed drug deals, clients shooting up dope after they receive their FREE needles.
    This has to 🛑 here in Chico!
    Give the PARKS BACK to OUR CHILDREN!!!

    The drug addicts and volunteers of the needle HAND OUT are the primary aggressors and have unwarrantedly attacked peaceful protestors. The needle HAND OUT NEEDS TO STOP IMMEDIATELY!!!

    THIS IS WHY THE PROGRAM DOESN'T WORK FOR OUR CITY. And if it is discussed, PLEASE look at ALL HARRASSMENTS as I was personally harassed, profiled, shamed last Sunday and I was peaceful. They made me go through hoops and would not give me service as any other individual. They crossed a HIPPA violation. They had me in tears and called me a liar. They broke many requirements of their agreement/contract.

    Please execute your due diligence in assuring that you have the whole story, not the poor reporting executed by Chico News & Review. Physical alterations have been initiated by the users and volunteers of the NVHRC and NOT the protesters. There is a police report on file.
