    Please step up and be better involved with our city and the services provided for homeless and addicted. We need help, we need partnership with the county and state, and we need to stop leaving the community to be left on their own to try and figure out these situations. Things are escalating, especially at the NVHRC locations. We want to make sure our community feels supported from both sides, and that will take our city council stepping in just a bit more. Thank you for all of your hard work.

    Randall Stone is again wrong on his interpretation of events occurring at the NVHRC needle GIVE-AWAY. Anyone with patience and intellectual honesty willing to watch the video will see what truly occurred at this event. This program is damaging to human lives and our environment. There have been limited opportunities for the public to weigh in regarding the needle program. PLEASE take note of the enormous collective plea you are reading in these comments once again to shut this program down.

    NVHRC is ruining this town and must be shut down immediately! Please ban needle distribution immediately just like Oroville and Biggs have done! Each council member should go and observe what goes down every Sunday. There is documented drug use, drug deals, and NVHRC is not abiding by rules/regulations. Watch the live feeds and you’ll see the truth in what is really going down at that park. NVHRC has edited the video to fit their narrative and using it to fund attorney fees. Ban needles Now

    There is no harm reduction at these needle giveaways. The NVHRC continues to handout their drug kits with absolutely no attempt at offering intervention or substance abuse recovery services. Their "volunteers" are aggressive & have let their own egocentric agendas become the primary focus instead of helping this community become a healthier and safer place. Anyone who thinks this is harm reduction has obviously not been paying attention. Wake up City Council! Do your job & protect our city!

    Please ban needles in our community. You do have the power. NVHRC supporters are increasingly aggressive instigators that make a mockery of addiction and block access to recovery resources. Support recovery services, not needles.

    Mr Stone has been deaf to the communitiy’s concerns regarding this program and had referred us to the State for complaints as they issued the permit.
    His support of the manipulated account of last weeks distribution is disturbing. This needle program is horrible for Chico and the escalating disgust both sides seem to be displaying is evidence that the program is poorly run and should be shut down.

    Stone's motives for bringing this up are dishonest. He implies he knows what happened, but anyone who was there or viewed the videos knows the score: NVHRC is trying to incite incidents and raise funds on their lies. All of a sudden Stone is the guardian of civility and safety? There was only one source of intimidation: from supporters of NVHRC. The evidence is there, but then, since when does this council actually examine evidence. Confirmation bias anyone? Honestly. Non-essential!!!!!!

    I feel that Stone is part of the problem and also this discussion should not be in secrecy. I have a problem with the council acting like school children talking about someone behind their back. This is a lawsuit waiting too happen if you go forward.

    NVHRC is not offering services for rehab & recovery as promised to the community, they lied from day one. I spoke with Jesica. She said there weren't any, I gave her a copy of all the places that except & help addicts. 3 weeks later they had still didnt have any we came & handed them out, NVHRC making a carnival out of a needle distrabution is a disgrace. Its not a clowning around matter, keeping people addicted at four bags a pop. Constituents are tired of being manipulated & decieved.

    Please stand up for the vast majority of hard working tax paying citizens who oppose this program in its entirety, and take the steps to ban it. In the name of "harm reduction" your inaction is HARMING this city as a whole. It's disgraceful.

    The residents of Chico need to be present at these types of meetings especially when it concerns the safety of the citizens who pay taxes. Insanity to hold discussions in private and under the guise of COVID safety to push their one sided agenda through.

    I have been there every Sunday to protest the NVHRC, I have witnessed aggressive & hostile behavior from them. I have even been threatened by them. I have witnessed drug deals, clients shooting up dope after they receive their FREE needles.
    This has to 🛑 here in Chico!
    Give the PARKS BACK to OUR CHILDREN!!!

    THIS IS WHY THE PROGRAM DOESN'T WORK FOR OUR CITY. And if it is discussed, PLEASE look at ALL HARRASSMENTS as I was personally harassed, profiled, shamed last Sunday and I was peaceful. They made me go through hoops and would not give me service as any other individual. They crossed a HIPPA violation. They had me in tears and called me a liar. They broke many requirements of their agreement/contract.

    Please execute your due diligence in assuring that you have the whole story, not the poor reporting executed by Chico News & Review. Physical alterations have been initiated by the users and volunteers of the NVHRC and NOT the protesters. There is a police report on file.

    This is ridiculous that NVHRC is supposedly going to be able to deliver this drug paraphernalia to homes, tents and RV's. How come NO ONE is afraid for the children who are in these homes, tents or cars? Families everyday are torn apart because parents have needles and drugs in the home. Letting them deliver will perpetrate more drugs in the homes, more children being taken away and entering the foster care system. Our city should be worried about that, not handing out needles in homes.

    Prior to any discussion regarding NVHRC, the information requested of the entity at past council meeting should be divulged to the council and the public to properly understand program implications. To discuss anything regarding the program prior to this information disclosure is premature and lacks proper due diligence on the City’s part. It would be improper for the council to act and the public to comment on partial information as it relates to the efficacy and implications of this program.

    Ban NVHRC’s needle program and there will no longer be any perceived problem. The majority of Chico does not want this program operating in our city at all. There will no longer be protests if it is not there to protest. Please ban this program from Chico as Oroville and Biggs already have. It’s the obvious solution and what the majority of citizens want.

    This does not belong on the agenda of an "emergency" meeting. Stone, report your concerns to CPD, let them do their job...oh wait, you hamstrung them. This is not a Chico City program as you continually state. All of a sudden the City needs to play Protector and intercede? I am astounded that any one of you believe the lies and selective video from NVHR. Council members need to visit this "Giveaway" in person for the entire length of the event (2 hours) to actually observe the situation.

    Save the discussion, why not just Ban it like the surrounding local communities. In honesty it makes sick that many of their volunteers were dressed up as clowns, as drug addition and so-called preventing the spread of communicable disease is a laughing matter. Clearly this group lacks any professional guidance in many ways. No matter your opinion on NVHR services, I think everyone can agree on their lack of judgement and professionalism. They are a joke! Ban it!!

    I find it ironic that Stone has not once brought up safety of the PUBLIC but jumps at the chance to defend criminal vagrants. Another highly partisan effort to push agendas wins again if we don’t stop these games. Meanwhile, a man was shot on the bike path, not one word? Overdoes daily, not one word? Where is the logic here? Chico needs to be safe for ALL. NVHRC has been operating outside of their scope for MONTHS. It needs to be shut down.

    Stone- Take a look at weeks of video; NVHRC & their clients are the issue. Protestors have been threatened & assaulted. Where is their protection? And why NOW is the city inserting itself? You previously pointed fingers to the State as the lawful authority when we asked NVHRC to be stopped. The City Council has the POWER to BAN NEEDLES. Use it. Don't lie or insinuate otherwise. Also, do not insert yourself as authority of enforcement. CPD is trained/able, let them do their job. BAN NEEDLES NOW!

    If you are going to have a discussion please consider these questions:
    If given the chance, would members of the Chico City Council have done anything differently in relation to the NVHRC needle distribution program?
    Do members of the Council believe any aspects of the program have put in harms’ way any or all people involved, including, but not limited to the facilitators and volunteers, drug users and their children, and members of the community who oppose the program outright? If so, how?

    I went to the needle distribution last Sunday for the first time. I was appalled at the behavior of the NVRHC. They were dressed as clowns and performing circus type acts, hardly professional. This organization shouldn't even be allowed to distribute needles in our parks or anywhere else for that matter. I watched Angela McLaughlin purposely taunt those supporting rehabilitation services. This city needs protection for the harm of the NVRHC! Ban the needles!!

    NVRHC needs to have their permit pulled and banned. They are not abiding by the rules they said they would. Are shielding “clients” from public view to inject drugs, and enabling continued use of drugs. They do not hand out weekly information on where to get help to get clean. They are also very aggressive toward those community members wanting to give information on where to get help. Its interesting Mr. Stone now wants the Police input on this program when the Chief previously state Concerns

    I have seen aggressive repetitive behavior from the people the needle tables,I have also seen people shooting up on site where they are handing out needles and I have seen drug deals in that park. It's certainly sad for the community of Chapman. Also why are employees allowed to dress as clowns and whimsical characters to attract kids to a drug paraphernalia handout in a park where kids play? Does no one see an issue with this? Why does it feel the city panders to the drug dealers and addicts?

    Ridiculous. Stone should not speak on incidents that he did not witness and concern a program that, as he likes to point out, doesn't involve the city. If the council wants to discuss NVHRC, it should only be for the sake of banning it. If you don't, the citizens will vote in people who will.

    We would like a Ban on NVHRC giving away free needles and drug paraphernalia at our park. “the attacks”, verbal and physical are coming from NVHRC and associates. I hope that you can see through all the LIES that group are posting on social media and in the news. Please, watch the UNEDITED version of the video’s taken. Why are they being allowed to hand out 1 to 4 bags of paraphernalia, and 1 to 2 FULL boxes of needles to a single person? We have personally witnessed this!

    I don’t understand the council’s lack of listening to both sides of this hot button topic. It seems only Mr. Stone is listening to the proponents of this needle program. The opposition is completely ignored, devalued, and ridiculed. This has driven community members to protest and rally for solutions. As a council, this has been publicly ignored by all of you and this is what has come to pass. The community is crying out about this issue. Please step up and lead.

    I do not see a need for this to be on the agenda, unless the council is going to decide whether or not NVHRC can still operate in Chico. Their needle distribution is not helping addicts. NVHRC lacks the professionalism to run such a program. At every encounter, information should be given about recovery, and quite clearly, this has not been happening.
    As a council, please direct your time to the wellbeing of your entire city, not just the NVHRC and homeless.

    There should be a discussion about the needle giveaway. The needle giveaway should be stopped immediately. If you look at the videos the NVHRC people are the ones causing the escalation. The are using umbrellas as weapons to poke at people. This should be stopped at once!

    NVHRC is not a city ran program, the placement and time that it was given when it was presented should still be in effect unless it is brought up for re permitting. Only Chico says they have no control when both Oroville and Biggs show that is a lie. Are we going to bring up every other crime in the council as well? My life was threatened, I was intimidated by participants under the influence at the NVHRC yet, my safety was not a concern than? What about the kids in the homes they deliver too?

    Oh please. If you mean attacks by drug addled needle handout clients then sure. While the anti-needle protester is an obnoxious jerk, he is within his rights and he did not lay hands on anyone other than self defense and that is on video. Studies show the greatest and most effective harm reduction is to NOT slam dope into your veins, WHAT are you doing to push THAT the same way you push needles handouts?
